    "content": "Policemen train for about nine to 15 months. For a policeman to be really trained and well conversant with the job, it takes another almost three years. That is the time you can now rate whether he or she should be promoted to the next rank to become a corporal. That is the time he or she matures. That takes a lot of money and resources. The Government puts a lot of resources to train them.
