If they think it is frivolous and discloses no cause of action, then they can make a finding. The Constitution says that any Kenyan can petition Parliament on any matter. Even those ones who are in Naivasha Maximum Prison, as long as their names appear to be Kenyan or they can confirm to be Kenyan, can petition you. It means that going forward, you will be petitioned about many things. It is up to you to decide how you want to deal with the things about which you are being petitioned. Hon. Nyikal, what clarification do you need?"
