    "content": "Hon. Speaker, we found a Commission in which the members of the secretariat and the Commissioners would wake up to do nothing but fight each other. To avoid this level of infighting that we found in that Commission, we recommend part-time commissioners. Our view is that part-time commissioners will help to navigate the fight against corruption much better than what we have in full time commissioners."
