    "content": "The second point of the amendment is on the part-time aspect. If we reduce the number to three and have them on a full time basis, they will be answerable. We have had a case study of people working on part- time basis. It was realised that there was no commitment where commissioners worked part-time. There was no accountability. The issue of responsibility becomes a problem in a part-time arrangement. If we reduce the number and have them on a full time basis, there will be no accountability issues.
