    "content": "Finally, I would like to leave the House and the country with a popular English saying: “What is good for the goose is good for the gander.” For that, I mean that any revenue that goes to the county needs to percolate further down. If the counties are going to insist on 45 per cent, that money once it reaches the county headquarters needs to go further down with the same formula and percentage to the sub-counties and wards.
