My clarity from the Chairperson is that I did not quite get the reasons why South Africa imposed such apartheid type of visa requirements on a black population. Secondly, I heard the Chairperson say that they were going to reciprocate if these measures are not put into place. Why can we not reciprocate first and then negotiate from a position of strength, so that we impose these restrictions tomorrow? When we negotiate, we should do it on both ends, so that if South Africa wants us to lift the restrictions, vis-à-vis, they lift their restrictions.
