    "content": "Mr. Deputy Speaker, Sir, I rise to second this Motion by Sen. Leshore. On the outset, I congratulate him for bringing this Motion in good time. As he said, the Motion has been with us for some time, but because of the bulk of work that was before the Senate, it took this long for it to be brought before the Floor of the House. In 2010, we passed a new Constitution and it clearly identified the functions and powers of the county governments as well as the functions and powers of the national Government. In this particular case of health, what was devolved was the county health services which include; county health facilities, pharmacies and promotion of primary healthcare for the people of Kenya.
