    "content": "Government will provide funds to the body which will go down to counties so as to provide the necessary services. Although health services were devolved, the budget of the Ministry of Health at the national level is much more than funds that have been sent to counties which have been given the functions. So, it is the high time that the national Government avoided sitting on funds at the national level. These funds should be devolved to accompany the functions that have been devolved; important of which is taking care of the health of the people of this country. Madam Temporary Speaker, I beg to support."
