    "content": "Mr. Speaker, Sir, the problem here is that we are not getting specifics of what will happen in the Financial Year 2015/2016. The construction works were supposed to have started in the Financial Year 2014/2015. Indeed, some construction work had already begun. However, the delay which was occasioned by the Ministry of Agriculture, Livestock and Fisheries is what is causing concern to the people of Kirinyaga. We are worried that it may not start after all. Since, the groundbreaking was to take place, but nobody appeared, we need to know whether it was by design or within the programme."
