    "content": "Thank you, Madam Temporary Speaker, for giving me this chance. From the outset, I would like to support the Bill. I also thank by brother, Sen. Sang, for bringing this very important Bill. Madam Temporary Speaker, the principal objective of the Bill is to establish a legal framework that will see county assemblies being autonomous; in other words, to be independent. I am sure that if that is realised, problems that we normally have in our county governments will be solved. As it is now, county assemblies have become rubberstamps of the county executives. That is caused by lack of independence.
