    "content": "Thank you, Madam Temporary Speaker. From the outset, I wish to support this very important Bill. As you are aware, the essence of devolution was to have arms which are interdependent of each other. However, there was an oversight in this regard. The role of county assemblies is to oversight the county executive. However, in terms of financial entanglements, the counties assemblies have become an appendage of the county executive. This has caused a lot of harm to the citizens of Kenya. In most cases, MCAs are not patriotic enough to the nation.
