    "content": "Madam Temporary Speaker, having universities in each county is in line with the spirit of devolution. There are counties that have no single public or private university. As a result of free primary education, I believe more students will be seeking higher education. I believe that it is fair that learning facilities are provided to various students at their level so that they get access to the required facilities for easy learning.
