    "content": "Mr. Speaker, Sir, pursuant to the provisions of Standing Order No.45(2)(b), I seek a Statement from the Chairperson of the Committee on Devolved Government regarding capacity building for county officials who perform specific security and enforcement functions. In the Statement, the Chairperson should highlight the following concerns, among others. (1) What are the defined operations and terms and conditions of service for county security and enforcement officers?
