That also means that you will build better schools, invest in infrastructure, hospitals and grow the economy because then people will be able to generate the ideas, expertise and knowledge that will spur the economic growth of the counties. Counties are becoming extremely big employers, but how sustainable is this in the long term? I sometimes believe that devolution took off on a wrong footing. This is because county governments have built their structures simply on account of the local government authorities. They are operating like over-celebrated local authorities through their structures of raising revenue and their vision is condensed. The governors are like overrated mayors. That is why we need the young people to come and give us models of development, to address some of the more intricate challenges.
