"content": "We passed a Motion in this House to the effect that each county should have a university for the purpose of equity and to ensure that university education is available to all youth throughout our counties. This is very important, not only for equity, but to ensure that the provisions of the Constitution are complied with. Education is a right that every citizen should access. However, as we are all aware, it has been difficult for students coming from far-flung counties and particularly those which were marginalized to access education. Therefore, this Bill has come at the right time and is in consonance with the spirit of devolution. Madam Temporary Speaker, university education is no longer a luxury as it used to be thought.
