    "content": " On a point of order, Mr. Deputy Speaker, Sir. I understand that there was a ruling from the Chair that the statement such as this can be given even in the absence of the questioner. If you look at this statement- I think we should not have rules of general application from the Chair. The honorable questioner, the distinguished Senator for Tana River, has asked a question that is specific to his county, which means that he is the only Senator that would be competent to interrogate the answers given and what prompted him to ask the question. It is not fair because Sen. Bule is not a Senator who misses sittings, he is, probably, out of the country or he has something in the county. I do not think it will be too much to give him an opportunity so that the answer to the question is given for him to interrogate it adequately.
