He wanted them to be adopted, regularised and supported by the national Government to bolster security and we passed it. I have no doubt that you dutifully forwarded it to the “Lower House.” I seek to know, from you, the fate of that Bill because if it was dealt with in the “Lower House” and assented to, part of the problems that the distinguished Senator for Kitui County is talking about would be addressed. Mr. Speaker, Sir, is it one of the 17 Bills that the “Lower House” has refused to address having been passed in this House and forwarded to them in accordance with the Constitution and the Standing Orders?"
