Members, it is important for me to observe that the practice of our successive Parliaments has in the past been largely informed by the provisions of Section 46 of the repealed Constitution. The point of order raised by Hon. Gumbo, therefore, gives this House an opportunity to examine its practice and see how this practice corresponds to the provisions of the new Constitution."
