    "content": "Thank you very much, Hon. Temporary Deputy Speaker. I would like to thank my colleague for generously giving me a chance. I would like to quickly point out a few issues that are in this Bill. It is an 843-page document and in these pages, in particular No. 244(1), a private company is required to have a Secretary only if it has a paid up capital of Kshs5 million or more. I have already sent my proposed amendments to the Speaker’s office and the Clerk’s office, which say that a private company is required to have a Secretary only if it has a paid up capital of Kshs5 million. What we have done is basically inserted the words, “No person shall qualify for appointment as a Company Secretary unless he is qualified under the Certified Public Secretaries Act.”Needless to say the reason for that is because we want people to be held accountable. If there is anything that someone has done, he can be held accountable."
