    "content": "You will recall that a few weeks back, I raised concerns over actions that appeared to be making the space of Parliament shrink. If we get to that level, then as a country we will have lost it because Parliament, especially the National Assembly, must represent divergent opinions. If we cannot come here to legislate on that which we are convinced will carry forward the spirit of this country, it will be wrong. As it has been said by my good friend, the Chairman of the Departmental Committee on Justice and Legal Affairs, it is not just Hon. Wamalwa who supported the amendment. This amendment was supported by both sides of the House and people had their own reasons. There were people who supported it because they believed that any commission cannot be properly constituted if there are no commissioners. That is what informed the decisions of some people, including mine. It now appears that people want to use some residual powers, which they have been given by this House, to try to harass Members and stop them from freely exercising their role; it is a matter that this House must not only pronounce itself on very strongly but must also pursue it with a view to demanding answers and getting to know why it is happening."
