    "content": "identification of the person will be done in the normal procedure because there is nothing additional that Nairobi does to the identification cards other than lamination which can be done anywhere. That is the way it was done in 1980s when we started the issuance of identity cards. We were able to issue identity cards in villages because we had lamination machines that were being used by the officers in the field. So, it makes one wonder why we centralized something that was already decentralized. So, there is nothing like security when it comes to the issuance of identity cards in Nairobi. We are just causing more confusion."
