    "content": "they will definitely migrate to some other places where they will get better pay because their welfare is paramount. As we debate this Motion, we should go further and look into issues affecting other public servants. This is because the Government trains many public servants, only for us to lose them. For example, we have so many Kenyans working in other African countries because we spent taxpayers’ money and ended up not offering them employment. We must, therefore, look into the issues affecting such officers and ensure that before we bond them to ensure that they remain in the service, we sufficiently take care of their welfare. Their pay must be looked at. That is the way to go. We cannot keep on saying that we have spent so much money and, therefore, they must remain in the service when one cannot make ends meet. That is how the issue of corruption comes about. Because of the meagre pay that they earn, they are forced to look for other ways of surviving. That is how we end up having corrupt public servants, including members of public; we are the ones who end up bribing public officers and doing all manner of things. We know very well that even the officers who protect us are hungry men. They live in squalor. That is not something we must be proud of."
