"content": "Madam Temporary Deputy Speaker, it is good the Minister is here with us. I asked him and he told me he was registered in school, just as we were. The idea of asking your religious leader to write a recommendation, so that you are registered should be done away with. Immediately after Independence, it was much easier to get an ID than it is today. In some countries, the ID is used for everything. It can be the driving licence. The same number you have on the ID is the same one on your passport and the same number on your driving licence. Let us ask the Minister to organize, so that registration for Kenyans is done in schools. Today, we have a problem with birth certificates. Let him use the same facilities and the process we are proposing here to have these birth certificates issued to Kenyans. I do not understand why a living Kenyan should be more difficult to register than a dead Kenyan. When someone is dead, the assistant chief or chief takes notes about the dead person, and then the death is registered before the person is buried. In fact, it is illegal to burry a Kenyan unless the death is registered. It should also be illegal to take a Kenyan to school before the birth is registered. Now it is up to the Minister to ensure that any born Kenyan is registered. Birth Certificates should be used to issue IDs instead of a Kenyan going to register again. If your birth is already registered, why do you need to be registered again? Why do you need a birth certificate, then later go for an ID and if you want to travel, go for a passport? Why register so many times? When you want to marry, you get another certificate for being married. When you want to belong to a church, you need another certificate. What are we doing with all these certificates? After you pass all the examinations, you need a certificate. Surely, where do you keep all these certificates? I think we need to change. You need only one certificate in life. Once you have been issued with a birth certificate, let it be turned into a registration certificate, so that you have only one document. Madam Temporary Deputy Speaker, I beg to end there. I urge the Minister to make life easy for Kenyans. Thank you."
