    "content": "Mr. Temporary Deputy Speaker, Sir, that is a better way of putting it. Those were unique cases which caught everyone by surprise when we brought in the Free Primary Education (FPE). However, the policy of the Ministry of Education is that adults who missed out in education belong to the adult literacy class. Those are very rare cases and we are trying to do away with them so that they go to the adult literacy class. In fact, we have a good example in this town. At Saint Peter Clavers, adult literacy classes start from class one all the way to Form Four. Some of them even join universities."
