    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 12 of the Bill be amended in sub-clause (1) by – (a) deleting paragraph (b); (b) inserting the following new paragraph immediately after paragraph (g)- (ga) identify food insecure counties and develop affirmative action measures for ensuring that food security is realized in the identified counties; and (c) inserting the words “county food security committees” immediately after the words “feedback to all” in paragraph (h). The reasons for moving this amendment is that the Clause deals with the functions of the Authority. Therefore, this is the critical part of the Bill. We felt that it was important to align it based on the functions of the Authority."
