    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 16 of the Bill be amended in subclause (3) by inserting the words “in consultation with the Mineral Rights Board” immediately after the words “Cabinet Secretary shall”. Mr. Temporary Chairperson, Sir, you will realize that in all these clauses we do not want the Cabinet Secretary to be dealing with the licenses alone, but in consultation with the Mineral Rights Board. This is repeated in several of the clauses which are being amended."
