    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 21 of the Bill be amended by inserting the following new subsections immediately after subsection (2) – (3) In exercising the powers under subsection (2), the Director or a duly authorised officer shall ensure that as little damage or inconvenience as possible is caused to the legitimate owner or lawful occupier of the land in respect of which the powers are exercised.
