    "content": " Madam Temporary Deputy Speaker, I will take three minutes. I stand to support this Motion. From the onset, I want to thank the Vice-President and Minister for Home Affairs and the ODM-Kenya for nominating hon. Affey to this august House. I will be very brief. If there is an institution that must be reformed in this country after the Judiciary, it should be the Immigration Department, more specifically the unit responsible for the issuance of ID Cards. The way we are about to reform the Judiciary, we must think of how we can reform the Immigration Department, more so the issuance of IDs. The people of northern Kenya, 47 years down the line even under the current Constitution, are day in day out, being discriminated against in the issuance of IDs. They follow a different set of procedures when they want to acquire IDs. Even their Member of Parliament, hon. Duale’s son or daughter must go through a different procedure from that of hon. Kajwang’, the Minister of State for Immigration and Registration of Persons. Why do we have double standards? Why do we implement this Constitution differently? The Minister must tell Kenyans why the people of northern Kenya who border Somalia and Ethiopia are treated differently from our colleagues who border Tanzania and our colleagues who"
