    "content": "Madam Temporary Speaker, I rise to second the Community Land Bill (Senate Bill No 38 of 2014), which, as rightfully put, is supposed to effect Article 63(5) of the constitution, which says:- “Parliament shall enact legislation to give effect to this article.” This article talks about community land. This Bill is timely. Those who come from areas which were popularly referred to as marginalised areas, know that a small chunk of land is private or public. Most of it was trust land. Sometimes, parcels of land were catergorised as group ranches. Some clever people have abused this process by buying off some community land. When this Bill is enacted, they also become rightful owners of this land. Madam Temporary Speaker, this Bill states clearly what is supposed to be done. It addresses recognition, protection, registration of community land and their rights. It lists all of them. It also talks about Community Land Management Committees that will be in place in every county, sub-counties and below.
