It is only fair and besides, we can go with the limit of 45 minutes bearing in mind the number of Members currently in the Chamber. We can still exhaust all those issues in the stipulated 45 minutes and give time to whoever has been able to do a bit of research to ventilate. Three minutes is for those who have not done much research. So, they would be shouting in the three minutes."
