    "content": "Thank you, hon. Temporary Deputy Speaker. I wish to second the amendment by the Hon. Member for Kipipiri. I wish to note the grave matters of the issues that we are discussing. Much of what we are experiencing in this social country was moved by Sessional Paper No.10 by Hon. Thomas Mboya. So, when we speak about sessional papers, it is a matter of very grave importance to this country. I wish to support the amendment by Hon. Gichigi that we really cannot speak much to this important issue within three minutes. I wish to support that we discuss the Sessional Paper for a total of 60 minutes, the Mover will have 10 minutes and five minutes should be adequate for each speaker speaking to exhaust those important issues in Kenya.
