    "content": "If there is a feeling that a section or part of this country is registering foreigners, target it and do not target the whole country in the hope of solving a problem that we have in one part of the country. I know if you decentralize this service in Coast, north eastern and all parts of Kenya properly, then many Kenyans will be registered. There is always a challenge, as you have already said. Challenges will arise but the Minister should not use them to deny Kenyans an opportunity to acquire an identity card. Because the Minister has said that he will do it; because the House has approved this with one voice; I know the Committee on the Implementation of the Constitution will now pick up this--- If it is a question of money, then the Minister should tell us that that is the problem. He should tell us that it is not the mindset, it is not the policy but it is only the resources and we will find the resources whether by the Government or by friends. However, this is a good thing for the country and we should implement it within the next six months so that before the next general election, the millions of applications we have here are processed and Kenyans are able to participate in these elections. With those few remarks, Madam Temporary Deputy Speaker, I beg to move."
