    "content": "the national Government in Nairobi and they try to go and set up their investments in various places in the counties, they meet communities there who do not seem to be aware that these people have been licensed to carry out those projects. The investors do not know who to deal with. I know, for instance, that when it was the county council, the investors would go and engage the county council and then other rivals from the same community would come and say: No, no, this county council has no authority to deal with this land; we are the clan. So we start dealing with the clan and then the NGOs will come and say that they are representing the community. So, it takes time to resolve these ambiguities in the ownership of community land and sometimes projects do not get implemented. Mr. Speaker, Sir, I am so happy that we are now going to have land management committees of community land with the powers which are set out in the Act that will come out of this Bill.
