    "content": "Mr. Speaker, Sir, I want to thank the Chairperson of the Committee on Finance, Commerce and Budget for bringing this Motion which I support. This Motion seeks the Senate to approve the cash disbursement schedule for every county. From this schedule, my county is supposed to receive Kshs431 million by the end of July. I want every governor, county executive and county assembly to know that without the Senate no shilling whatsoever will be released to the county governments by the national Treasury, as indicated here. Therefore, if we delay passing this Motion, no money will be released to them. This has to be understood by everybody working in the county governments, because a lot of lies are being told in those counties.
