    "content": "supposed to destroy us. It is supposed to make us better. It exists to make us realise that sometimes, it is possible to subvert personal or sectional interests for the greater good. That is what makes us human. I hope that during this recess, Members of this House will help this country rejuvenate, restart and reorganise itself. I have said here before, in this House, that I am a very strong believer that the Senate – more than any other institution and organ of our Constitution as currently crafted – is the only institution that has both the moral and, more importantly, the legal infrastructure to bring the unity and equity of our country back. I say this because all the other institutions and organs – especially organs of representation at different levels – are very concerned with very specific and, if you like, sectional interests. The National Assembly is a majoritarian House where everybody has one vote irrespective of the numbers of Members that may come from a particular constituency. For example, in the National Assembly, Nairobi County has 18 independent votes while Lamu and Isiolo counties have three votes each. In county assemblies, the situation is the same. However, in the Senate, each county – whether it is Isiolo or Lamu on one end or Nairobi, Kakamega and Kiambu on the other end – has one vote. Madam Temporary Speaker, economically speaking and in terms of reconstructing our country, this is the panacea to the inequality and discrepancies in terms of developments that have been brought by virtue of the operation of some of the offensive sections of the Sessional Paper No.10 of 1965. It is a brilliant piece of policy, but which made our country suffer great harm by simply saying that development, attention and resources should be concentrated to the so called “high potential” areas which were described, of course, not expressly, but implied, to be areas where there is a lot of rainfall and not very far from the railway line. Madam Temporary Speaker, I am convinced that this House has a date with destiny. It has an extraordinary opportunity of making our country rise again in a new spirit of equity in terms of resources. When I say so, examples are not too far. Already we have seen for the first time the people of Mandera – despite the challenges of governance and security that might be in that county - talking about tarmacked roads, courtesy of devolution and this system. So, this House, without overemphasizing the point, is sitting on throes of history; the potential of devolution for which we stand transforming our country and helping us have a better society is immense and incredible. I am a very proud Member of this House. As we go on recess, let us recalibrate our politics in this country. We have enough divisive elements and politicians among us. Going forward through this recess, I hope we will reorganise ourselves, be bridge makers and promote the reaching out so that our country heals and reconnects with the vision of the people who fought for the liberation and the freedom of our land.
