Temporary Deputy Speaker, the Committee holds the view and strongly advises that selection of delegations for State assignments should be influenced and determined by relevance and definitive value to the purpose of the assignment. This will forestall any possibility of unnecessary misapplication of taxpayers’ money and exclude joyriders and busybodies from such trips. The trip was arranged in great hurry occasioning gross breaches of procedures and regulations. It is clear that the Government policy on travel by senior officials is archaic and not tailored to this kind of emergency-style trips. Clear procedures to handle such situations should be developed both for now and the future."
