    "content": "My constituency, Kitui Central, has two or three people who were jailed somewhere out there in this world. We all know that being in jail is not good. It is a bad experience. It is even a worse experience when you are in jail outside your country. Imagine somebody is out there in China in a jail where maybe the language spoken there cannot be understood. So, this Bill is going to go a long way in ensuring that Kenyans who commit criminal offences, or whatever offences, out there and they are jailed, will serve their jail terms in this country, where they can be visited by their relatives. It is not to get out of jail but to get moral support. This is very important."
