Let me talk about technological change and innovation. In February, I was in San Francisco as part of a delegation of this House. We went to the Institute for the Future. We know San Francisco as being the Silicon Valley and the home of innovation in the world. Even there, they were realising that the Silicon Savannah - which is what Kenya is now - is giving them competition. In as much as the tools being used in Information Technology (IT) are the same, necessity is the mother of invention."
