    "content": "Labour is a very important factor of productivity. In this country, we are not using it properly. When you go to most of our Government offices, you look at people just sitting down and reading newspapers because they are just waiting. They ask: “What time is this? Is it time for us to go for a break, lunch or go home?” In fact, we have not even done better in this House. When you look at the chairs, they are all empty. We are supposed to be discussing this very important Sessional Paper. That just tells you if the leaders who are called Members of Parliament are not in the House, the same thing applies to people who are sitting in the offices. They are looking at us and we are not doing it. They will also not do it."
