    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to contribute to this very important Motion. I support it. I want to say that productivity is defined as a relationship between inputs and outputs of the production of goods and services. This country has been compared to the tigers; the countries of South East Asia such as Malaysia, Singapore, Thailand and so forth. A lot has been said about them; that we were on the same footing with them when we attained our Independence. But, somehow, we have been overtaken and our growth has stagnated. Various reasons have been given. One, there is a lot of corruption. Another problem is mismanagement. Another one is lack of focus and management of our labour. This Sessional Paper No.4 has a very good policy and strategy. If it is well implemented, it would move Kenya from the level it is to achieve productivity, efficiency and effectiveness so that our goods can become very competitive in the international markets.
