    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Motion which is on the Adoption of Sessional Paper No.4 of 2013. As I contribute to this Motion, let me say it is a good attempt. The only problem I can see is that I did not hear particular mention with reference to Article 232 of the Constitution which is very clear on the values and principles of public service, particularly with issues to do with high standards of professionalism efficient, effective and economic use of resources. Representation of Kenya’s diverse communities and affording adequate and equal opportunities for appointment for training and advancement at all levels of public service on men, women, members of all ethnic groups and persons with disabilities."
