    "content": "Thank you, Hon. Deputy Speaker. I, the undersigned, on behalf of the citizens of Kenya and in particular small-scale tea farmers in Bomet County, draw the attention of the House to the following:- (i) THAT, in 1999 the Government introduced a policy paper on tea liberalisation geared towards tea industry reforms to ensure efficiency and better returns to the tea farmers. This led to the amendment of the Tea Act (CAP.433). (ii) THAT, in 2000 the Government privatised the Kenya Tea Development Authority (KTDA) giving rise to the Kenya Tea Development Agency. (iii) THAT, the Kenya Tea Development Agency is responsible for the management of the small-holder tea sub-sector and in particular the production, processing and marketing of high quality tea and management of tea farming. (iv) THAT, the Tea (Amendment) Act, 2011 does not provide for the ownership and administrative aspects of tea factories and/or agencies."
