    "content": "Order, Members! Order, Hon. Ken Obura! Hon. Members, the point that has been made by Hon. Kajuju holds water. What we can say in this matter is that the horse has bolted; we have dispensed of with the matter. The Speaker has no vote. The votes are with the Members and the House is the final deciding place. So, once a matter has been decided by this House, we go by that decision. As to the conscience of Members of a committee who sign and change their minds afterwards, that is a matter that can be canvassed at the committee level. If you do not agree with a report, show your disagreement and let that be appended in the report so that we do not get into the situation that we find ourselves in. However, it is upon each Member to make a decision based on their conscience on how they vote on any matter that comes before this House. I so direct. Thank you. Can we move on? Hon.
