Deputy Speaker, we have the workmen’s compensation, bursaries, school-feeding programme, work for food, the Kazi kwa Vijana and the agricultural inputs, which are part of this social protection. This has been going on without a policy and a legal framework. There has been an argument, particularly with the cash transfers, that we are giving handouts. I want to assure my colleagues here that the cash transfers are economic investments and the people who benefit most are business people in the areas where the transfers take place. In Brazil, this process, in a large-scale, took 16 million out of poverty. At the end of President Lula’s term, the people came out in numbers to ask him to go for a third term.
