"content": "The other thing I would want to say about the cash transfer is that it should be decentralised from the district headquarters. Those are old poor people who do not have a lot of resources. They travel long distances and waste a lot of time and money. Wherever they go to receive cash, they do not have facilities like toilets. They go to Kenya Commercial Bank (KCB). In Kitui, they suffer a lot because they have to take boda boda persons, pay their fare and yet, they are going to receive Kshs2,000. They spend the whole day there. So, I want to urge the Government to decentralise those services so that those elderly people can get their money from the constituency. That way, they can save some money and time. The Bill of Rights in the Constitution of Kenya, 2010, gives Kenyans a right to be served so that they do not suffer poverty, wants and so forth. We have learnt that Kenya is one of the most uneven countries whereby a small population of 10 per cent controls 90 per cent of the resources. Through those social security programmes, that gap can be reduced by taxing the rich and giving those resources to the poor."
