    "content": "Thank you, Hon. Temporary Deputy Speaker. Hon. Makali is one of the best brains that we have in the Budget and Appropriations Committee. I think he must have come here straight from Kitui Central. I know him to be a man who prepares thoroughly. Hon. Temporary Deputy Speaker, I beg to move that the Insolvency Bill be now read a Second Time. The Bankruptcy Act, Cap 53 is what currently governs any matter relating to insolvency. But, over time, that Act has been found to be unsatisfactory in as far as procedures outlined in the same Act are concerned. The procedures are cumbersome, time-consuming and costly. That is what this Bill addresses. It deals with those issues in as far as this Bill is concerned. The Bill went through the taskforce on the Companies Act which the House has dealt with in the Second Reading. The same taskforce dealt with insolvency and partnership.
