    "content": "The GJLOS is very important in this country. I remember a lot of effort was put in trying to coordinate and harmonize activities within that sector during the early part of the decade. Up to now, I think we have not been able to harmonise properly. That is why it is important to have a policy paper which sets out guidelines, policy and objectives so that we can have laws which are coherent, consistent and which deal with the issues which are required in the sector."
