    "content": "Hon. Deputy Speaker, my point of order is different from the one by Hon. Limo. I want to affirm my support to what Hon. Limo has just read. My point of order is that I did a legislative proposal almost a year ago and it went through the process of legislation but, when it reached the Budget and Appropriations Committee, it “sat” on it. It is now almost a year. I have talked to the Chair of the Budget and Appropriations Committee and the Chair of the Departmental Committee on Energy, Communication and Information because I have another legislative proposal. I do not know how long it takes a Committee to deliberate on a legislative proposal before it is published. It has taken too long."
