I would like to point out that normally in a programme like this, an institution like the World Bank would not want to support it, if there is no clear mechanism of ensuring that we will institute an audit process. This is also being intensified so that the audit process can be made much better. This, of course, will also deal with the issues raised by Mr. Warugongo and hon. Dr. Nuh, when it comes to either embezzlement, or the high cost of administration. Eleven per cent is definitely a high figure. It is one of the areas that is being reviewed. The cost of supervision and administration can be reduced further so that young people benefit more from the fund."
