    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise to support this amendment to the Constitution. I thank Hon. Ochieng for bringing it up. In his submissions, he pointed out that this Bill was presented and prepared by the late, Hon. Senator Mutula Kilonzo, who was our Secretary-General. So, I also want to thank him posthumously. Members have spoken about this issue and have said that we realise that our Constitution has problems. That is one of the reasons why we are coming up with amendments. When we were passing this Constitution, I do not know where people got figures, but they were saying that 80 per cent of it is okay and 20 per cent is not. I believe there are some issues that need to be addressed. With knowledge that there were going to be amendments, amendment clauses were put in the Constitution.
